In 2008 I came up with this list of ISP’s that were not throttling or affected by the throttle via the big telco’s. 1.5-years is old in internet years, so this list may no longer hold true and should be considered outdated.

These companies seem to have small community footprints, or limited to small area’s. No clue if the Major players in your list are associated in some way to those on the list I made (wholesale resellers aside).

Eastlink has been growing a fair bit lately and is my ISP at both home and work after taking over my local cable provider. They have done so in a number of areas.

quite pleased with them. They do DPI but don’t seem as severe as some of the other guys.
So after only about 25 years, this shiny new thing called the Internet is over. The ISP’s were already so corruptable that there was really no surprize there. It’s Google that bothers me. They didn’t even try to hold out. But before Google is third-world software factories with secret orders to instill ‘backdoors’ on all software, or some of it (at least that is the rumor)
Ayn Rand once said that people don’t value technology. I agree and I think this is the underlying psychological problem. Too many don’t value it–only the money it will bring in, or the power it will bring–to them personally.
I can’t see this kind of survalleince getting any better. The last thing any government really wants is free communication between citizens. A very sad situation, I would not hesitate to call it a castastophe of the first magnitude.
i mailed eastlink(Alberta) about thottling me,and that i know for a fact that they are,because at this exATC time its limited below these certain speed..So they emailed me back admitting that they practice throttling..at these times..
EastLink applies the following to Peer-to-Peer traffic:
Time of Day: 0000-0700 Download: N/A Upload: 512Kbps
Time of Day: 0700-1800 Download: 6Mbps Upload: 300Kbps
Time of Day: 1800-0000 Download: 5Mbps Upload: 240Kbps
NOTE:that my speed is slowed down lower than those posted speed,,certain time its 100 kilobyte/s max and another time its at 334 kB/s max
It’s bullshit having to have your downloads on at midnight thru 7am(no throttling)
My normal speed without throtling is btw 1664 kB/s(1.6MB/s).compare that when it is throttled.it’s fucking bullshit.it takes less than an hour or even less than half hour to download a 2 gigabyte file when not throttled..takes hours when it is…Pure crap..
